3…The urgent for establishment of a Super Leadership

The Super Leadership is an organization that federal government authorized in non-official, non-political and non-religion to make every effort to play a role as organizer and coordinator for effective promotion of the development of the economy of Canada.

The Super Leadership must compose of a group of highly talented and highly experienced social elites who are without any worries for personal interests besides full of social responsibility and must be headed by a super person who has a good personality, admirable political experience, and higher social prestige, ultimately, a super person who must have a dignity that can act as that of a Majestic Tercel flew into the forest, all other birds have to stop chirping.

With such outstanding background to support a super personal ability in well coordinating the views of various sides – government, parties, social organizations to quickly and flexibly make the right decision for the vital issue - the development of the economy of Canada that relates the life of all Canadians, to avoid the national economy to be affected or kidnapped as the bargaining chips for wrestling betweenpoliticians, parties, and countries.

The personal reputation of those social elites can help foreign manufacturers to build confidence for Canada.

3.1. For the win in new brutal smoke-free war

Continued economic recession has been forcing the governments of great many countries to attract international investments with everything possible. This is a smoke-free war, but, more brutal, due to that the only result is win or death with no surrender available for a loser.

Since that competing for attracting international investments is acting as that of many hungry people competing for a size determined pie, in which, who are with the courage and the talent to grab more will eat more, the loser will be starved to die.

However, it is not that all types’ investments can benefit to the national economy. For example, the investment on real estate may be fatal. The best investment is the successful manufacturer.

A successful manufacturer with popular products, high-techs, equipments, funds and technical staff came together; it can quickly form a scale in employment and tax revenue with a long term benefit potential.

In fact, that successfully attracts a good foreign manufacturer is not easy. The big barrier may be the fears for the difficulties to establish a branch in other country with a different culture background. The fears will stifle such attempts. Thus, the most effective way is to build confidence for foreign manufacturers by the concrete support of providing full services to solve their difficulties timely.

   There is the urgent for establishment of a Super Leadership to specially deal with such issue with flexible policy making.

3.2. For avoiding the shortcomings of the democracy

The one of the obstacles for successful attracting foreign manufacturers is that democratic government can not form a rational policy timely.

The greatest sorrow for democratic government is that political party’s only focus on what they want for own interests in regardless of damage to the national interest under the name of holy democracy, which can not make a rapid rational policy timely. So that a lot of important problems can not be solved timely; a lot of valuable time is wasted in the unnecessary quarrels. It will cause the government can not provide services timely for attracting foreign manufacturers.

   A society should not be caught in endless debating; there must have an absolute authority. An authority that can act as that of a Majestic Tercel flew into the forest, all other birds have to stop chirping.

3.3. For escaping the impact of governments’ disputes

The one of the obstacles for successful attracting foreign manufacturers is the retaliatory disputes between the governments.

    Aug. 10, 2014, I read article China-Canada trade ties stall over cabinet divisions in Apr. 21, 2014, then Googled and got July 30, 2014 article that Canada Research Council Suffers Cyber-Attack from China and Aug. 5, 2014 article that China investigating Canadians Kevin and Julia Dawn Garratt over suspected theft of state secrets.

   Such retaliatory behaviors between the governments will certainly negatively affect normal economic exchanges, and thereby badly affect economic development of each others.

   I wonder that whether certain politicians only interested in looking for venting one's spleen toward other countries, but, do not care the bad affect on the basic lifeblood of own country - the economic development.  

   We should have a mind for that, in the open and free Cyber world, a Cyber-Attack may be the behavior of some mindless individual rather than that of government. As a rational way, it should be deal by secret exchanges, rather than condemned publicly.

   Such dispute likes children fighting without real meaning, and will soon be forgotten, and the impact for the exchanges between the two countries is temporary also. However, the impact on the economy development from the consequences of the temporary stop of the economic exchanges is significant and long.

    It would be unwise, to allow such trivia that appears to be important, but, without much meaning, to badly affect economic development.

We must manage to avoid the bad impact on the international economic exchanges by such arguments between politicians from time to time.

   There is the urgent for establishment of a Super Leadership to specially deal with economic exchanges between the countries to avoid the bad influence of the mindless manners of the politicians.

3.4. For advancing the competitiveness of Canadian enterprises

Canadian government has always attached importance to the development of the enterprises, with providing support from economic policies, financial subsidies, especially, actively exploring the international market, at this point; Canada is in the leading position. In July 30 2013 article The Oncoming Era of the Globalized Free Trade, I have clearly showed my view.

However, there two reports tell us that those efforts are far from enough, the current form of government departments and relevant social institutions can not reach in perfect place, there urgent need for supporting the enterprises by deep into detailed daily operations in hands by hands to strengthen and refine their management.

Feb. 13, 2013, Business Development Bank of Canada (BDC) issued survey report that Canada's mid-sized firms in decline with a subtitle - Manufacturing sector suffers biggest blow. It said that Canada’s mid-sized companies saw their numbers decline by 17% — from 9,370 to 7,814 — from 2006 to 2010, in which, the manufacturing sector reduced more than half, from 2,807 to 1,381 between 2001 and 2010.

   The report emphasized that Mid-sized firms are a key motor of the economy of Canada. Although they represent 1% of the total number of companies, but contribute disproportionately to the Canadian economy, accounting for 16% of Canadian jobs, 12% of GDP and 17% of exports.  

   The report pointed out the reasons of the firms’ decline: the rapidly appreciating Canadian dollar, financial crisis, recession, fierce competition, availability of financing and employee acquisition and retention. 

   The significant was that the report also said that mid-sized firms with a board of directors or an advisory board are most likely to say they expect sales to go up.

   Here, I think, we should question that, in the same poor economic environment, why there many companies are still survival, even against the plight to have grown and further developed? Also, why, as reported those mid-sized firms with a board of directors or an advisory board are most likely to say they expect sales to go up.

   The facts tell us that management is the key for the enterprises healthy running, and also the improvement on the corporate management can create big profit by reducing the cost of the production.

   Above, I once mentioned that “It is now cheaper to make goods in once-high-cost countries such as Japan or Britain than in Canada, according to a new map of global manufacturing competitiveness.”

    “The consultants' report benchmarks the relative cost of making goods in the top export economies by comparing the cost in each country to levels in the U.S. On an index where U.S. costs are equal to 100, Canadian factories tick in at 115 - a rise of 11 points since 2004.”

   The reason that relative cost of making goods in Canada is higher than that of the United States is very simple – the poor management.

   Here is other proof.

   March 13, 2013, the Canadian Manufacturing Online published the report of Power play, said that 3M Canada saves Energy 30% by ISO50001.  

   The achievement was great, but the process was unexpected simple: ISO 50001 helps to develop a customized energy management system of a company-wide culture around energy related best practices. The plant manager is accountable for the entire system, and all operators and supervisors have Defined Roles to support the system and make sure it works.

   There are many reports taking the saves energy 30% as a proud achievement. However, I would like to question that, by the same group of people with the same equipments in the same place, why they could not effectively save the energy similarly before the implementation of ISO50001 standards?

   It is clear that ISO50001 plays a role as business law to have enforced every member in 3M Canada to do their right business, dared not play mindless as usual as before, since that the Defined Roles are playing the role as that of putting a responsible label on the forehead of the member in 3M Canada for identifying the exact person to be punished or awarded.

   The achievement of energy saving clearly reflects the CHAOS in the management of 3M Canada. It is common in many Canadian enterprises, which is one of the main reasons of the mid-sized firms is declining.

   We are clear that, in the corporate running, there are many management aspects besides energy saving with the plenty room for the improvement in cost-saving. We can imagine that, if 3M Canada improves efficiency by 30% in all of their management aspects, then, see, what will happen? If we all enterprises in Canada are able to improve the efficiency by 30%, and then, see, what it will happen?

   The success of 3M Canada has provided us good information that Canadian enterprises possess huge potential for making profit by a simple cost-free way that is to reversing the state of CHAOS in the management by copying the model of ISO50001 standard to optimize or even say to enforce the management to achieve Made in Canada as world No.1.

   There are about more such evidences show that there is the urgent need for establishment of a Super Leadership to specially deal with such issue.

3.5.. Local officials are difficult in promoting economy

   As same as that of the officials of federal government, the officials of the local governments are also actively seeking the way for promoting the economy.

   Some reports gave me a deep impression that local officials are difficult in the activity for promoting economy.

   After Ontario Premier Wynne Announced Trade Mission to China, she subjected to a variety of dissenting voices.

   Sep. 30, 2014, Wynne should cancel mission to China.

   Oct. 02, 2014, NDP call on Wynne to delay China trip.

   Oct. 01, 2014, Wynne putting business before democracy with China trip

   Waterloo Mayor Brenda Halloran also encountered opposition on her trade promotion purpose travel.

   Sep. 25, 2014, Waterloo Mayor Halloran’s travels come to an end.

   Feb. 04, 2013, Waterloo Mayor Brenda Halloran racked up most air miles of local mayors in 2012.

   Dec. 18, 2013, Waterloo Mayor Brenda Halloran won't seek re-election.

   No doubt, the internal opposition of the Government would cause psychological fear for foreign investors; they will worry about the continuity of the policies.

   On other hand, in the international economic relations, the personal friendship also plays an important role and the replacement of government officials may interrupt the already established economic ties.

   There is more such evidences show that there is the urgent need for establishment of a Super Leadership to specially deal with such issue.

3.6. Canadian business owners urgently need a warm hand

   Jun 25 2013, in the article My view on Entrepreneurs and Enterprises inspired by Peter Shoore, I said with that:

   Peter Shoore, the owner of Sunrise Farms, Vancouver B.C. Canada, who has studied classical music in the Netherlands for seven years to have earned his doctorate in music, but he becomes an entrepreneur in chicken industry Canada in 3 decades ago. As a doctorate of Music, Obviously, the music is his favorite. I could not imagine his feelings when he has to play immetrical music with chicken by giving up his favorite? 

A two times heart attack sufferer by the pressure from business running, after sold his 20 years running business, wrote on company's news letter with that: "Now that we have been delegated to the back pages, the pressure is off to be profound, witty, and entertaining at the same time. But that still doesn't stop us from wanting to have something to say, that will inspire and be interesting to read. We can reminisce, about the old days, like your grandfather carrying a bucket of water up hill, in a snowstorm without shoes."

After reading above, I am tearful. I think, even himself would not understand the meaning his 20 years hard working, two times heart attack, have exchanged as the jobs for many families survival and the revenue for social governing.

    In Canada, I am familiar with some Entrepreneurs, as a result of too much psychological pressure from business running; among them, besides above two times heart attack sufferer, there one was dead early in his prime age.  

   The facts cause me to think about the meaning of the enterprises and entrepreneurs.  

   Sep. 11, 2014, in the article The death of a Canadian business owner, I said with that:

   “Entrepreneur runs the enterprise for material wealth production with providing jobs for livelihood making and revenue for social governing. Their personal wealth has been playing the role as social wealth shared publicly, but, with risk taking personally.”

    “In view of above, entrepreneurs are the basic organizers for socialized production; they have been playing a vital role in the progress of human civilization. Without these entrepreneurs, there would be no effective socialized production, there would slow down the progress of human civilization.”

  However, historically, in worldwide, it has been lacking of concerning and supporting for Entrepreneurs, even, until now, there great many people are with hostile attitude toward them and mistreated as the maker of social polarization. The law seems to have ignored this group also, but tended to protect employees without updating of the outdated concept from the times of Industrial Revolution with ignoring that modern society has provided thoughtful social welfare and comprehensive legal protection.

    The outdated ideology and practice has badly affected the work ethic of employees and to have made Enterprises difficult for managing, even, encouraging some mindless employees' pranks boldly in the workplace without the fear of being punished. It not only badly affecting the production efficiency, but more terrible, it even caused the closure of some Enterprises.

  Dec. 21 2010, after learnt that my former boss died, according to my personal experiences, I write article Canada’s Corporate Management & Reducing Psychological Pressure in Workplace, in which I have taken DEF Company as example to introduce that a gentleman who was in a very good appearance with good personal accomplishment of civilized, cultured, and polite, but he was teaching others to slow down their work with smile in a production line’s final stage, and to have lowered the production capacity of whole line to 50% around. Thus, made a good Enterprise closed before outbreak of Financial Crisis 2008. He made himself and other 1300 people lost high quality jobs - Prime Minister Stephen Harper once said that he would like to provide, which is good paid with good work environment.

   In Canada, such one individual plays key role to cause the closure of the good business is not just a few.

   In the production working environment, there are serious Bully Phenomena, even withholding payment hours, there are obvious waste in raw materials and finished products, no one care.

   A warm hand is an organization – Supper Leadership that can provide support to entrepreneurs by provide consultants and to set detailed regulations to regulate and incent their staff to work with full-hearted.

3.7. The Unions and lawsuits scare foreign investors

   Feb. 13, 2014, in the article R. Rex Parris a Far-Sighted U.S. Mayor Persuades eBus Maker of China into U.S., I said with that:” As a home city Mayor of the Lancaster United States, Mr. R. Rex Parris is not like other Mayors that simply lecture everywhere to attract the Riches, but, with a clear objective to select and invite good businesses, by paying repeatedly visiting and patiently persuading until succeeded. After the invited business came to his city, he still also, like that of nanny takes care of the baby, to eliminate all factors that may harm the business' survival, especially the obstacles in Lancaster's administrative procedures, to ensure the business healthy running.”

    “Starting in August 2009, with the focus of the 100% Renewable Energy for his hometown city, Mayor R. Rex Parris with many trips to China to lobby and take practical action to eliminate obstacles in Lancaster's administrative procedures to help China-based technology and manufacturing giant BYD, one of the world’s largest suppliers of advanced battery technology into Lancaster, a desert City to establish bus assembly plant, and battery manufacturing plant.”  

    “Zero-emissions bus comes with high-tech and investment together to create jobs for own citizen and revenue for governing the city of own ruling.”    “For a mayor, is there any other better cost-effective business than such a smart transaction on the world?

   “However, as saying as that there is no free lunch in the world, such a sure win good deal is not readily available at the fingertips of the Mayor R. Rex Parris, it is that his sincerely persuading with the identity of a mayor and a lawyer promotes BYD to build factories confidently in the U.S. - a great country but filled with great ridiculous, from the opposite side of the Earth with the completely different cultural background.”

    “The reason for specially mentioning the identity of the lawyer of Mr. R. Rex Parris is that I've read some reports, for the enterprises of the Eastern countries entering Western countries, most worried about is that legal loophole is being misused indiscriminately, such as that, endless nonsense of legal supported Labor Unions, endless nonsense of legal spoiled labors with no proper work ethic, endless nonsensical litigation of some lawyers with the purpose of greedy by taking legitimate enterprises as preys, and more, such as, the Patent Troll.”

    “Although, in western countries, the most of Labor Unions, the majority of workers and the most of lawyers are good with rational ethic, but, it is inevitable there some unexpected nonsensical litigation, and that may easily destroy a good running business, especially in the start stage.”

    “The identity of the lawyer has provided a special power for Mr. R. Rex Parris to be a powerful Mayor, since that, under his nose, there is no one able to freely play pranks legal game to offset the great efforts that he did for his hometown city.”

    “It is said that BYD has peaceful calmed down a nonsense lawsuit. I think, for solving this legal trouble, more or less, there are the contribution of the lawyer Mayor. Also, I think that, Mayor R. Rex Parris has enough smart and legal experience to calm down any nonsense of any mindless people against legitimate enterprises.”

Oct. 1, 2014, the Office of the Premier of Ontario issued that Ontario Premier Wynne Announces Trade Mission to China to build new partnerships and attract investments which will lead to new jobs across Ontario. The mission builds on Ontario's Going Global Trade Strategy to help the province's businesses - particularly small- to medium- sized enterprises - expand into priority markets such as China.

In Canada, there are many province governors eagerly seeking foreign investments as that of Ontario Premier Wynne, however, they can not relieve the worries of foreign investors on endless nonsense of legal supported Labor Unions, endless lawsuit that takes legitimate enterprises as preys.

   So there is urgent need for a Supper Leadership to special deal with such issue to provide confidence for foreign investors.

3.8. Promotion of the competitiveness of Canada

   In 1990, Harvard professor Michael Porter published The Competitive Advantage of Nations, then the American government formulated the Omnibus Trade and Competitiveness Act, and established Competitiveness Policy Council. Then Britain, France, Germany, Portugal, Japan and other developed countries have launched the study of national competitiveness. The EU was also established the Advisory Group on competitiveness to provide the policy recommendations for improving the competitiveness of its member states in 1995.

In Canada, there have been many research reports for improving of the competitiveness of Canada with feasible solutions.

The causes for many problems are clear, the related solutions are also ready; however, they can not be put into the practice and the problems still can not be solved timely.

So, there is urgent need for a Supper Leadership to specially promote them.

3.9. Medical tourism gains $13 million but to be opposed   

Nowadays, faced with the economic downturn, the governments of most countries are eagerly competing for the sources of revenue. The government of Canada and local governments are also making efforts from every possible. However, the source is limited; many such efforts have been without success in paid more but gained less.

Oct. 29, 2014, the report Medical tourism generates $13 million per year for Ontario said the “The treatment of so-called medical tourists at a few hospitals in Ontario generates millions of dollars of revenue for the health system and benefits patients in this province.”

This is good news and a new approach for making medical funds that should be warm welcomed. However, the good approach has been opposed by many medical organizations.

Aug. 20, 2014, Open letter from Ontario's RNs, health centres and midwives calls on Minister of Health Eric Hoskins to immediately ban medical tourism.

Aug. 18, 2014, Open Letter to Minister Eric Hoskins - Ban Medical Tourism.

Medical services and medical products, especially the farming and processing of natural medicinal products are promising with broad prospective to create employment and revenue; it should be taken as a long term development strategy.

Following I will discuss more about this issue with feasible practical solutions.

However, I worry about that, in the democratic Canada, such good approaches would be strongly opposed by great many people with great many sound reasons. Great many smart people are over smart to care about every thing, but, never care about that no income will starve to die.

The first concern should be the creation of the Jobs and the Revenue.

So, there is urgent need for a Supper Leadership to specially promote such projects.

Under name of the Supper Leadership, we may organize hospitals by recruiting new medical staff of those who are with no any relation with current organizations of Canada. Under the name of non-official, but, to make money for the government of Canada.

3.10. John Manley is a best candidate for heading Super leadership

   Here I propose a best candidate of a top organizer for the Super Leadership.

   Honourable John Manley - the President and Chief Executive Officer of the Canadian Council of Chief Executives (CCCE).

   I learnt the Honourable John Manley from Jul. 29, 2013 article PM urged to send ministers to Europe to save trade talks.

   I was touched deeply by his anxious worry about the failure of Canada-EU free trade negotiations with urgent appeal of “Prime Minister Stephen Harper needs to quickly dispatch his top ministers to Europe to salvage the stalled free-trade talks before it's too late.”

   “He is growing increasingly concerned that the four-year talks with the world's biggest economic grouping might fail — and he no longer accepts assurances that a deal is just around the corner.”

   “Canada risks repeating the South Korean experience, whereby Canada was first off the mark in getting free-trade talks started, only to watch the U.S. take the baton and actually get the deal done in quick order.”

   "Some of our food processors are losing market share in Korea because that deal is done (with the U.S.) and Korea is simply not interested in giving the same deal to Canada."

   Also, I happily learnt that, in Oct 18, 2013, the Canada-EU free-trade talks reached a tentative agreement, which was just about three months later after the Honourable John Manley urged to send ministers to Europe to save trade talks in Jul. 20 2013.

   According to the website of Canadian Council of Chief Executives.

   “Mr. Manley is a former Deputy Prime Minister of Canada.  He was first elected to Parliament in 1988, and re-elected three times.  From 1993 to 2003 he was a Minister in the governments of Jean Chrétien, serving in the portfolios of Industry, Foreign Affairs, and Finance, in addition to being Deputy Prime Minister.”

   “After a 16-year career in politics, Mr. Manley returned to the private sector in 2004.”

   “Since leaving government, Mr. Manley has continued to be active in public policy, as a media commentator, speaker and adviser to governments of differing political stripes.”

   “In addition to his role as President and Chief Executive Officer of the CCCE, Mr. Manley serves on the boards of several publicly traded companies and is active in the not-for-profit sector.”

   “An Officer of the Order of Canada, Mr. Manley has received honourary doctorates from the University of Ottawa, Carleton University, and the universities of Toronto and Western Ontario.”

   Honourable John Manley is the best candidate for organizing a Super Leadership.

3.11. The organizational form of the Super Leadership

   We may organize the Super Leadership by based on the Canadian Council of Chief Executives (CCCE).

   In order to increase its authority and international influence, we must invite more people who are with sufficient prestige to join daily operation, and an advisory group composed of the experts who are with sufficient academic authority in different professions, even from other countries and close contacts with federal departments and provinces.

   Such as, Mr. Mike Lazaridis, the founder of former RIM may take key role in the Super Leadership.

   To recruit members from the companies of other countries, or to establish contacts with the existing business associations of other countries, to play a role as a quick media channel to communicate with the federal and local governments of Canada, to help to solve business problems quickly.

   Federal government must authorize the Super Leadership to exercise of industrial regulations in industry level for specific issue.

By the discussion of federal government, independently exercise of regulative power for quick practice before federal legislation within the specific economic zones against specific issue by studying the successful practice of other countries to avoid the shortcomings of the slow of federal legislation.

4…The tasks and the solutions for Super Leadership

    The tasks and the solutions for Super Leadership will have unlimited scalability with the need in the process of the development. Here I only list some key one.

4.1. The correction of the wrong policies that harm the economy

    This point is vital important. Since that formulation of the policies is to lay track for the state-train going forward, so that involves the matter of a nation’s going to prosperous or ruin and that is associated with the interest of each national.

    Under democratic politics, some politicians are often raise some ideas that are for attracting some voters but that may harm the economy, such as that calls for a federal minimum wage of $15 an hour, which may make big trouble for the economy.

    Sep. 6, 2014, forbes.com published article A $15 An Hour Minimum Wage Would Be a $17,500 A Year Tax On Jobs to discuss the U.S. fast food strikes in favor of a $15 an hour minimum wage.

    “Now it’s true that we don’t see much unemployment effect from “modest” rises in the minimum wage. But a more than doubling of (from $7.25 to $15) it simply isn’t modest. So we would see significant unemployment effects as a result of this. Some people would simply cease business as no profit could be made at that price of labour. Others would move production offshore. And people who don’t do either will most certainly economies on their use of labor by automating more of production (yes, we do already have machines that can make and cook your burger for example).”

“It’s thus not obvious that we’d actually reduce inequality by doing this. For people with no job and no income are more unequal to the median person that those who have a job even if one at low wages.”

As mentioned above, that 2008 financial crisis and the European sovereign debt crisis caused economic recession and the officialscomplain that economic recession drags down their national economy, but, the economy of Germany has been in better developing with creation of a new record in both employment and economy to outshine others.

The success came from their rational policies, such as that, while many countries increased the minimum wages, but Germany lifted the restriction on wages to have boosted employment historical high with the increase of the businesses and jobs in lower payment.

    The facts are clear, but, in Canada, there people are still calling for a federal minimum wage of $15 an hour, obviously, such people are never care for harming the economy by make more people jobless.

As democratic government, the present rational politicians are powerless in dealing with such manner besides helpless sigh.

    Super Leadership may collectively publish article to fight against such arguments, since the members in the group are without political and personal interest concern, but with only concern on the development of Canadian economy. They the most sober and rational people in Canada.

4.2. Set detailed industrial regulations as that of ISO standard

    Jun. 01 2012, The Globe and Mail article Vanishing act: Where did Canada's mid-sized companies go? Questioned with that:

    “The mystery of Canada’s disappearing mid-sized firms has even some of Canada’s top economic thinkers puzzled – and racing against time to turn clues into a cure.” BDC’s vice-president of economic analysis, Pierre Cléroux says that ‘We’re trying to understand it better so we can propose a solution.’”

   Oct. 26, 2014, after read Oct. 23, 2014 article that Stephen Poloz awaits sunrise after Canada's long industrial sunset, I wrote an article that How to revive Canada’s non-energy manufacturing? with the subtitle of a letter to Governor of Bank and Minister of Finance of Canada.

  Suffering with the difficult economic situation, most of local officials of Canada are eagerly appeals for the financing support of federal government, such appeals are certainly belong to the public social issue, however, ultimately, the public issue will become the personal headache of Mr. Stephen Poloz, the governor of Bank of Canada, and Mr. Joe Oliver, the Financial Minister of Canada, due to that any cents of the financing support for local officials have to hardly manage out by the two gentlemen.

   No doubt, in Canada, among all officials, they are the most concerning about money issue and the most eager for more sources of gaining money - state tax revenue providers - enterprises. However, that Canada's mid-size firms declining at an alarming rate.

   The gentleman who is rational with strong social responsibility should not be tortured by the irrational reality.

  Today, I would like to tell the two gentlemen that Canada is a country that is the most promising than that of any of others with rich natural and human resources.

 There is enormous potential within the Canadian enterprises that is not been fully exploited only due to the poor management. There a good example is that 3M Canada saves Energy 30% by ISO50001 to enforce every member in 3M Canada doing their right business as a employee that should do normally.

 The Management is the Art of Playing Human Nature there is ultimate space for improving the efficiency of the production by promotes the maximum exertion of the labor’s intellectual and the skills, while effectively inhibits the brain crippled to make trouble in the work place.

    If we effectively improve our business management to dig out huge internal potential, that making money will be as easy as that of picking up watermelons. This is the conclusion from my observation and study over the past 13 years as a general operator intendedly works in different businesses of Canada.

   In China, as a senior Materials Researcher, I once participated in the drafting of the application documents of the ISO90001 for Oil wells drilling pipe. The deep impression on the documents is that every aspect of the whole production to be refined and provided concrete steps with formulates specific instructions and regulations. More importantly, each specific operation puts specific person in charge. The responsibilities clearly assigned to specific individuals.

    There have been great many discussions for the corporate management, but most of them from macro strategically in lesser touching themicro practically, so there few people can learn that ISO standards are acting as the powerful business-law to regulate the behaviors by putting responsible labels on the forehead of each employee, to identify clear those who are responsible to be punished or to be awarded.

    This will dramatically motivate employee's self-esteem, and the self-esteem driven them consciously and actively full-hearted work in avoiding mistake.

    In this way, the management is being conducted by the written instructions and to be enforced by written regulations, rather than by the management staff orally in person.

    Because, only in this way, 3M Canada can enforce those irrational staff who have no rational sense for doing a rational job to have to do a rational job, and to provide a reason for those rational staff to do the rational job happily without worry about.

   It was that ISO50001 Standards saved 3M Canada.

   As long as we can strictly control the management, almost all Canadian enterprises can reduce the production cost by 10% -30%, which is the net profit. In this simple easy way, that a lot of Canadian companies will continue health operation to keep the job position.

   The success has provided us an inspiration that is to enforce business management by ISO standard.

   However, the register of ISO standard will cost a lot, which may not be acceptable by great many businesses. So that the best way is to set detailed regulations as that of ISO standards according to the industry classification, then to be excerpted for use by the business with own practical need.  

   If we legislate the regulations by federal government – the state apparatus, it will be much powerful and effective than that of ISO Standards.

   However, in the democratic politics of Canada, such vital important issue may fall into long time debating.

   The Super Leadership may make such regulations as industrial standard to recommend practice in companies quickly, for this end, my articles may provide useful references.

4.3. Set economic zones to avoid the harm of speculative real estate

 4.3.1. The motivation for the idea

   As mentioned above, that over heated real estate has made big trouble in Japan as a speculation means to have heavily damaged the development of the real economy, but we should also look at the positive side of it may play a powerful role to attract investment for stimulating economic growth.

   The thorniest problem is that, in financial economy overheated today, as usual, when the information of some areas will be developed as industry, the speculators will deluge in as that of the Vultures in the wild African grasslands. The construction does not begin yet, the land prices have been pushed in soaring up, which is easily to strangle the industry in the invisible entity.

   Such as, in 2001, after China agreed to participate in the development of the Gwadar Port in Pakistan, the project did not start yet, the price of the land there has soared up. My son’s university classmate who was from Pakistan said about that. 

   As mentioned above, under over heated real estate market, Vancouver is losing the foundation for the development of real economy, which seems to have followed the dust of the failed road of Japan.

   Of course, the restriction as Peter Ladner suggested is necessary. However, in consideration of the terrible lessons of Japan, we should not just simply introduce restrictive measures, since that may damage the engine for driving local economy by absorbing foreign funds, but rather, we must make every effort to explore favorable approach to reduce the harm.

   For this end, we may set special zones separately for the development of speculative real estate and industry separately. 

We must strictly limit the Area for the Speculative Real Estate (ASRE), such as, for the house prices soaring up area in Vancouver may allow it as is in free indulging continuously, while, to reserve enough space as Technology Parks (TP) for the development of other industries and residential for low income working class.

    Within the ASRE, we must properly legislate to control its healthy development, such as, we may consider that, in Canada, strictly prohibits the loans for speculation of real estate in the ASRE to avoid financial crisis. It reported that in the some area of the United States have similar policy and the deal on the real estate by cash mostly.

   Within the TP, we must also properly control the healthy development with legislation of admission requirements for residing into as a measure for preventing the housing speculation. For example, to take the tax records, the workplace location, or, and, the first time buying a house in Canada as condition. Any way, it must under the strict household registration control.

By strictly forbidding the intrusion of the Capital Predators, to create a fairyland for those who are willing to run a business to provide employment and tax revenue and those who are willing to make livings with hard working, thereby, to ensure business owners and their employees can both be affordable for their survival.

   Thus, by setting ASRE and TP to ensure the speculative real estate and real economy can health develop side by side, and moreover, by the tax income from the free play of real estate to subsidize other industries to create more job position and more tax revenue.

   As return, the working class, with the proceeds from their hard working, enjoys the prosperity created by the speculative real estate – the bustling shopping and the entertainments. Also, such consumer spending is the essential support for the sustainable development of speculative real estate.

   Only in this way, we can avoid the greatest tragedy of human society that decent people who are hard working for creating material wealth, but can not live decently.

   A rational society should ensure that, the people who are with dignity and are willing to earn a living through the exertion of own ability of mental and physical to be able to live with dignity.  

   Faced with chaotic and hopeless world, as a rational government, Canada should be and be able to set an ideal model – a perfect future society.

   Taiwan’s Industrial Technology Research Institute (ITRI) is a non-profit R&D institution that Gov-found in 1973 and later self sustained with the branches in TokyoBerlinMoscowEindhoven and California Silicon Valley. Currently there are 5,777 members with background of 1,392 PhDs and 3,126 Masters.

   Its practice is new tech R & D and business incubator by spinning off the matured research achievements with related researchers together as independent enterprises, and to have created more than 228 start-ups and spin-offs with over 140 CEOs in the local high-tech industry, among them many are world-renowned high-tech companies, such as TSMC and  UMC. Now, it holds more than 19,890 patents.

   The Gov-found non-profit model in enterprise management can ensure the R&Ds future oriented by avoiding the pursuit of short-term profits as that of listed companies, and the earnings can be used for new R & D investments rather than to be distributed to the individualshareholder hands.

   The ITRI has been the essential innovative force and think-tank with open Laboratory to provide full serve for small and medium sized enterprises and drive Taiwan developing as one of The Four Little Dragons.

   Now, China and the United States are both eagerly replicating the model in a large number of.

   I hope that the Super Leadership should also establish similar R & D institutes to provide full service both in management and technology with full cover of all businesses and to conduct R & D on cutting-edge market potential projects to continuously spin off more and more internationally competitive enterprises, as ready alternative for the losing of Energy income.

4.5. The enterprise internal patent management system

 

Nowadays, that registers new technology as patent the be protected as quick as possible is an important means of market competition.

So called Enterprise internal patent management system is to copy the model of the national patent system to protect the intellectual creation of the employees, with setting a management system for those initiative ideas that do not reach the qualification for normal patent application yet, to be registered in archive as a record to show that who is the original contributor for the new innovative ideas in the enterprises.

The enterprise internal patent management should include the detailed provisions of the benefit sharing for the possible profit that may gain from the commercialization of the ideas to ensure those inventors can get their share from extracted bonus after the application of their innovation. The related management staff has to get their award from management spending rather than sharing the bonus form the innovation.

This idea is inspired from the chatting with a former RIM engineer.

After talking that Germany extracts bonus from the profit gained in the application of the rationalization proposals to the contributor, andpatent-related bonus incentive has been promoting IBM counting on the top of those world-class corporate giants in the United States for 20 consecutive years.

The engineer said that, in former RIM, has also similar incentive policies, but, the large share of such bonus was taken away by the management staff who worked as the research team leader, thus, the ordinary technical staff, the main body for innovation, has lost the basic momentum and enthusiasm to provide new ideas.

The engineer said that, in former RIM, has also comprehensive incentive policies as that of in any company world widely, but, in practical operation, they were taken as flexible game chips according to the management staff accords. 

I think that it was one of main reasons that RIM declined.

Such behavior as that of RIM is common in vast majority of the enterprises world widely.

The enterprise internal patent management system can effectively avoid the harm of such behavior for companies’ create activities.

4.6. The recruitment of high quality researchers and employees

 

Only high-quality people can ensure the high quality of the work, high efficiency of the production and high competitiveness of the business. So there is necessary to particularly discus how to recruit high quality employee.

In Canada, there are special classes to teach job interview skills, in essence, this is teaching job seekers that how to cheat employers. It will certainly cause great difficulties for recruiting qualified employees.

The interview by oral questions and answers only is also providing a successful opportunity for those job seekers.

    July 21, 2014, in the article Don't Send Your Kid to the Ivy League with subtitle of The nation's top colleges are turning our kids into zombies, the writer William Deresiewicz said with that:

“Our system of elite education manufactures young people who are smart and talented and driven, yes, but also anxious, timid, and lost, with little intellectual curiosity and a stunted sense of purpose: trapped in a bubble of privilege, heading meekly in the same direction, great at what they’re doing but with no idea why they’re doing it.”

    According to my own experience when working in a research institute, among the people who achieve higher academic degree, especially those graduates of prestigious universities, only few are with better research ability, mostly are mediocrity that can not independently complete simple research tasks with no ability for innovation.

For recruitment of the researchers or even ordinary operator, besides the qualification of the academic degrees, we should also examine the mature degree of the brain, the inborn talent of the candidates by special ability testing, for example:

    1. By abbreviating a certain length English article to a certain shorter length with keeping the original meaning as much as possible to test the abilities in writing and wording.

Neat and beautiful handwriting shows that writer's brain and nerve is well functioning so that hand can well follow brain’s command signal without tremble. The good rhetoric indicates that the brain is efficient enough in logically think.

    2. By glancing or listening to a group of over ten random numbers then writing down from memory to test the capacity in concentration and short-term memory.

Any society or organization can not be absolutely fair and reasonable, if there someone is always upset bickering to make ungovernable, that will cause to lower down the whole efficiency with achieves nothing.

Enterprises are the important cells of the national economy in providing a stable social living environment for citizen. We must ensure their healthy development, thus, to ensure employment and revenue. For this end, we must avoid to make a business as charity for the care of some mindless people with detriment of enterprise productivity, which may easily cause business failures, resulting in more people unemployed without a livelihood, to cause greater uncharitable.

Modern MRI scan has proved that antisocial and related behavioral defectives are all caused by immature brain or brain defective, we must identify them out. We do not need to tolerate them mess up our living environment and wasting our time and energy.

However, in the actual interview, even certain sensitive topics can not be asked, don't mention that use of the MRI scan. But, some simple test can get similar result.

   This is the main concern that inspired me to write this section.

4.7. The solution for Canada enjoying global free trade quickly with self-protection

   The failed TPP Talks Ottawa Jul. 2014 and the effect delay of the Canada-EU free trade deal Oct. 2013 has strongly proven that the free trade talks by big grouping is impossible, due to that more country involved will be more difficult to reach a deal. 

    Because of the level of the economic development are different between the countries, so that the concerns in free trade talks are different. Such as, in the developing countries, even if the state-owned enterprises, it is difficult to compete with private enterprises in the developed countries. If we blindly by the name of fairness stress that the government must abandon the support, their state-owned enterprises are bound to be destroyed by the private enterprises from developed countries. It will cause massive unemployment. 
    And for agricultural issues, even if in developed countries, such as, Japan, due to the large population with less land, per farmer-run land area is small, high production costs make its agro-products difficult to compete with that of the United States, Australia, etc. Moreover, there are around 2.5 Million employments in Japan's agricultural industry, once lost tariff protection, it will cause massive unemployment. 

    Whether it is from the consideration of the government stability or from the people livelihood, all the countries are bound to do all they could to protect their related industries, thus, it is bound to put free trade negotiations into endless loop.

On other hand, the fields of the free trade negotiations involved are more and complex.

The vital is that free trade should not expense by destroying some industries of a country to make their nationals’ jobless.

    So that TPP Talks may never reach a deal.

   However, the failed TPP Talks provide Canada an excellent strategic opportunity, which is that the experiences of the negotiations are valuable for how to reach a deal, and the records of the negotiations provide a favorable foundation. Canada should trigger the free trade effect by country to country, especially, with more conducive to own national interests.

    Canada-EU free-trade

For EU, it is easy to reach a deal with Britain - the ambitious Prime Minister David Cameron who has been strongly insisting on Britain out of EU and its Pound did not join the euro system yet, especially, recently David Cameron angry over €2.1bn EU surcharge may act as a fuel to promote our efforts.

Then with the successful example drive France, and then the Germany - the biggest gainer, strong advocate and defender for the single currency and market of EU. The process must be under the clear promise of that the current free trade deal of individual country will be strictly revised according to the request of future final deal of Canada-EU. I guess that the final deal of Ca-Eu may never be realized, any way, Canada has gained the initiative to deal with the rest of EU members in free trade talks.

    And also, I think, that there only several countries are worth to sign the free trade agreement in EU, and those countries that are difficult to reach a deal may be not worth to waste time with at all.

    Thus, Canada may get an extra benefit of avoiding low-quality immigrants by giving up some poor-market. Because of that the free movement of the labors, is also the important provisions of the free trade deal.

    No one would doubt that the low quality of the national is the important cause of the poverty of a nation. A prosperous Canada needs the nationals of industrious and enterprising, rather than the lazy quitters that nourished by long time enjoyment of excessive social welfare.

    Trans-Pacific Partnership

    For TPP, Canada may take the same strategy as that of with EU, but with a new strategy that avoids touching the countries that have been insisting Canada to give up the Supply Management, obviously, those countries are the threats for Canada with much stronger competitiveness that may defeat Canada, especially in agriculture.

    The agro-products of Canada are less competitiveness due to the high production cost in the unfavorable natural condition that frost-free period is short, insufficient sunshine-energy and bad cold in winter under the High-latitude geographic.

My friend told me that in her Saskatchewan farm, there a few well-bred sheep were frozen to die in the winter 2013, which would never happen in the United States, New Zealand and Australia, we must pragmatically view our problems and should not blindly blame our farmers as not work hard enough under the trade protection.

Many countries take attraction of the foreign funds and the Riches as approach to boost economy, but without a proper investment project in real economy to have caused over-speculation to over-heat the real estate. Though, such foreign investment can boost domestic economy, but, it act as economic heroin, finally it will kill national economy, as that of happened in Japan.

We also have to clear that the majority of the Riches is greedy and good at opportunistic without a proper sense for public interest. The speculation activities would harm the economy of Canada.

A prosperous Canada depends on the creation of the material wealth by industrious hard work people and good organizer for it.

The long-term research projects or the start up is important, but those are distant water too far away to quench present thirst in Canadian economy.

The most efficient and effective one is to invite and help existing outstanding enterprises globally with their popular products, technologies, equipments, funds, markets and key technical staff together to establish production bases in Canada, thereby, to create employment and revenue quickly.

Such a successful case will play a demonstration effect, other companies in their country will go to consult the success one, and the successful experience will build confidence for others. They will help us to get achievements with multiplier effect.

The existing free trade market of North American, plus existing 9 countries in free trade, and nearly completed Trans-Pacific Partnership,Canada-EU free trade agreement, Canada will establish a free trade market that reaches about 75% global GDP. Canada has occupied the high ground in the Oncoming Era of Globalized Free Trade.

Such a favorable objective condition is great attraction and irresistible for any entrepreneur. This is the best bait for attracting investment.

In addition, for any investors, the life safety is the first concern and thus the security environment of Canada is great preferable with respect to that of the life threat of firearms shootings in some countries.

However, there are still some barriers that may make foreign investors dared not step into Canada.

The report that Patent Troll related litigations between the enterprises are one after another with Astronomical claims.

These have greatly deteriorated market environment to offset our market advantage.

And there are many other unforeseen problems.

May 16, 2014, in the 17th China Chongqing International Investment and Global Sourcing Fair (CCISF), Canadian business officials Consulate General in Chongqing, the gov-representative of Quebec, Alberta, British Columbia, Waterloo regional have introduced their advantages. They all emphasize the good quality of life, and livable natural environment for attracting investment to promote their projects.

   However, all those they focused seem as that scratches an itch from outside the boot with not touch the true nerve of the investors. Anexecutive of an agricultural company of China interested in the investment on a fish farm of Canada, but he did not know how to makebusiness in Canada.

His hesitating mind is not from individual, but universally among those who have the willingness to invest in Canada.

It provides us a inspiration about how to convince investors to make investment in Canada, which is government provides full service with designated specific people to assist them from every possibility that they requested, to remove their worries, and to support them successful running business in Canada.

After the invited companies came to his city, he still also, like that of nanny taking care of the baby, to eliminate all factors that may harm the companies' survival, especially the obstacles in Lancaster's administrative procedures, to ensure the companies healthy growth.

4.8.3.3.. China’s Hefei city invites enterprises with full services

China’s Hefei city has set specialized office responsible for absorbing foreign and domestic investments with full services.

In 2004, Continental Tires of Germany seeks plant location in China, the government of Hefei city learnt the information, immediately contact with and convinced them to set up the plant in Hefei city. The Germans said, it was the positive enthusiasm of Hefai government made them determined finally.

When the rapid advance of the co-operation under the direct conduct of the Hefei Mayor’s assistant, the Financial Crisis 2008 was outbreak, German Continental Tires proposed to postpone the construction of the plant.

With the worry of the project might have to be end, Hefei city put forward a proposal to build the plant by Hefei city with own fuds, and later the Continental Tires Company repurchases back when the funds available.  A thorny problem was solved.

On May 18, 2011, the Continental Tires (HefeiChina) was officially put into operation with annual production capacity of 4.25 million passenger car radial tires. The construction of 134 million euros phase II plant has been started, and will reach the capacity of 8 million units after completion. This is the second plant that established by the German Continental Horse Brand Tires. The new plant also has bike tire production capacity of 1.7 million pieces annually.

German says that, the plant is mainly operated by the locals of Hefei city, few German experts are only responsible for the direct of the production and technologies. Finally, the plant will be fully managed by the people of China.

By the similar way, Hefei city has developed the Hi-Tech Industrial Development Zone with more than 100 well-known world class multi-national enterprises and with creation of 150 thousand employment.

Above examples show that helps to reassure investors with confidence is the key for successful inviting enterprises.

4.8.3.4. Legislation to attract foreign businesses

Besides above, we also should follow the example of the <American Recovery and Reinvestment Act of 2009>,<United States Manufacturing, enhancement Act of 2010>, to make legislation to encourage more foreign businesses headquartered in Canada.

As mentioned above, that continued economic recession has been forcing the governments of great many countries to attract international investments with everything possible. This is a smoke-free war, but, more brutal, due to that the only result is win or death with no surrender available for a loser.

Since that competing for attracting international investments is acting as that of many hungry people competing for a size determined pie, in which, who are with the courage and the talent to grab more will eat more, the loser will starve to die.

   We should also launch cross-border integration of business resources to open new market. Such as, to Europe, China to associatebusiness co-partners, in which, is not just for the funds and the market, the key is to refresh our business philosophy by that of other cultures.

4.8.4. Directly invite selected enterprises in face to face

No matter which countries, the entrepreneurs and their families have similar hard experience in business operation. The similar experiences would promote the entrepreneurs and their families from different countries to associate personal friendship easily, and thus will help to build confidence for the investment in the countries each others with the help of each others under the friendship of each others.

    The team members for visiting selected good foreign enterprises should include the high rank officials and the top executives of related enterprises in related industry with the written authorization from the federal government. This way will easily build confidence for those to be invited entrepreneurs.

It is important that to invite and organize the entrepreneurs of the target countries to visit Canada, to help them familiar with Canada, and to build confidence for setting business branches in Canada.

4.8.5. It is urgent to correct the wrong view on China      

Rational people will certainly realize and worry for that the excessive indiscriminate use of equality, freedom and human rights, in particular, the endless nonsense of legal protected Labor Unions, is destroying the main body the economy – the enterprises of many countries.

I wonder that, nowadays, besides China and Germany, in this world, few countries can effectively organize high efficiency of social production.

Currently, economic development has become the focus of politicians of all countries, China has become the focus of the world economy, and the heads of many countries have chosen China as the first official visit with the strong desire to seek the support, especially the investments.

Oct. 31, 2014, Prime Minister Stephen Harper announced that he will travel to the People’s Republic of China from November 5 to 10 for an official visit. The visit will provide an opportunity to strengthen the longstanding ties between both countries and set the direction for the future of the Canada-China relationship.

Prime Minister Stephen Harper said that "As the world’s second-largest economy and Canada’s second-largest single-country trading partner, China represents tremendous opportunities for Canada. I look forward to meeting with government and business leaders to further strengthen bilateral relations and lay an even broader framework of agreements that will enable Canadian businesses to truly take advantage of China’s large, diverse and dynamic economy."

However, the Cold War mentality has affected the exchanges with China of many countries. Due to that many Western reports are not look at rapidly progressive side of China, but only focus or rumors negative reports to China.

Those manmade prejudices will cause Canadians hostility on China, especially the enterprises of China, which will greatly affect China's enterprises to set up factories in Canada, and the later management in Canada.

To attract China's enterprises to set up factories in Canada is the only quick way to create jobs for those jobless Canadians who are eagerly hope to make livelihood by hard working.

For a long time world widely, the ideology for the concept of the social system is in the state of ignorance and confusion.

Many people hate of that the equal in the distribution of social wealth in the communist society, as the same time, they also hate of that unequal in distribution of social wealth in the capitalist society.

4.8.5.1. There is no pure capitalist country in world widely

Many people, even some politicians and economists, are still tangled on the issue of the socialism and the capitalism. They blame that China is a socialist country but them selves are living in non pure capitalist countries also.

Since in the last century 1930s, US President Roosevelt successfully rescued the Great Depression by using the means of Keynesian state intervention in the economy, the world has been no pure capitalist society already. Such as that, the interests rate adjustment, and moderate inflation is the part of planned economy of the socialism.

    As earlier as 1936, in The General Theory of Employment, Interest and MoneyJohn Maynard Keynes has introduced the planned economy into the free market economy of Adam Smith

    Keynesian theory helped the United States to have gotten out of the Great Depression and refreshed the economic strength quickly. But after decades of development, there some new economic problems were emerged and accumulated up again. Then United States and Britain took the new reforms by reducing the share of planned economy under the lead of Ronald Reagan and Margaret Thatcher.

    In Britain, the home county of Adam Smith and Keynes has suffered the processes from original private ownership to be nationalized, and then from state-owned ownership to be privatized again. As a veteran of the capitalist countries, though in the stage of nationalized, the United Kingdom should belong to the socialist country, however, it seemed no one to doubt its nature of capitalism until now. 

They have early established a social welfare system that seems a part of the communist society. However, things will develop in the opposite direction when they become extreme. Abundant social welfare seems to have bred people to love ease and detest work; idleness can deplete any amount of social fortune. Once to be envied social welfare system now is developed too heavy to burden. Current Prime Minister David Cameron is wisely ongoing new reforms to save Britain by cutting down the public expenditure, including the social welfare.

4.8.5.2. Canada is not a pure capitalist country

In fact, Canada is not a pure capitalism, such as, that state-owned bank is the part of the public property of the socialism, and the social welfare system even is the part of communism.

I said so much above, only one purpose, in order to attract more enterprises from China to set up factories in Canada, to create employment opportunities for Canadians. At first, we must correct the misconceptions on China.

    In the process of visiting selected good enterprises, we should good use of the TV show to demonstrate the investment environment, the support conditions for the invited business, such as, the determination of the governments at all levels, especially the thoughtful legislation support, the legislation will not change with the politicians’ personnel turnover, which will be a best reassurance panacea.

Also, we should invite entrepreneurs from the target countries and the entrepreneurs of Canada to make mutual visiting to make dialogue show on TV with promotion of understanding of each others.

For oncoming visit of Prime Minister Stephen Harper to China, Canada should organize a team of news media to report China rationally and objectively.

It is not a common matter for the news media of Canada, but it is a matter that relates the fate of all Canadians – the development of the economy of Canada.
