The findings on human brain provide new approach on social governance.
Those workplace troublemakers are the brain defective
The essence of social governance is to
create an appropriate living environment, which mainly lies in the maximization
of productivity in the production of material wealth. For this purpose, human
society must be able to effectively stop any behavior in undermining social
productivity.
Although, in the production, some behaviors are not
severe to be considered as crime, but its harm is much severe than that of
criminal with animal nature; under the amplifying-effect of Crowd Psychology, one such
a mindless person, in the environment of large scale production, may play a
role of greatly reducing the production efficiency, even make a good business

In modern society, some people mindlessly advocate the
protection of freedom and human rights, and by which obscured the boundary
between the low productive behavior and destructive criminal behavior in the
production.
Social governance cannot simply cover up human animal
nature by morality; human society cannot be governed by the values; a rational
government must be able to strictly suppress the irrational behavior of some
individual.
At this point, the former British Prime Minister Ms.
Margaret Thatcher was rational with well understood human nature. It was she changed the UK forever by
rational sense that “Unions were attempting to substitute the rule
of the mob for the rule of law”. Now in Britain the cost in making goods was cheaper
than in Canada and a report that booming Britain to become world's
fourth largest economy.
No doubt, Ms. Margaret Thatcher paved sound foundation
for British people making living space.
The absurd behavior of workplace troublemaker must be
treated as antisocial crime, with corresponding legal provisions to inhibit.
For reviving manufacturing, we need more timely
legislatures in multi-aspect.
A person in well-developed high quality brain tends to
be in cultural nature.
The facts of AlfaGo – an electronic brain beats
human professional Go player provide example for
understanding the physiological-structure and working-mechanism of human brain
by comparison with the well-known assembly-structure and working-principle of
computer – the electronic brain. As same as that of the defects or missing in the
computer parts would cause malfunction of computer, the defects or missing in
the brain cells will also cause malfunction of human brain.
When viewing in this simplified way, the human brain is not mysterious at all.
The good or bad of the play in brain function depends on the right or wrong in
the judgment that produced by logical reasoning, in which process, the quality
and quantity of memorized references for reasoning are in playing decisive
role.
Suppose that we view the inborn-quality of two kind of
brain was equal; then, for AlfaGo – an electronic brain can
beat professional Go player – an human brain, the quality and quantity of
memorized references were in playing decisive role; due to those references are
the essential for brain reasoning, judging and decision making, and thereby
determine the rational or irrational in physical action.
These were also indirectly revealing the working
mechanism of human brain.
A well-developed high quality brain has good attention
and memory, easily to accept new knowledge, easily to complete a higher level
of education, and thus easily to achieve a better cultural nature.
July 26, 2014, in the article Recruit employee by the quality of
brain not the academic degree, I indicate that:
Modern studies show that Brain Cells can regenerate.
The regeneration of brain cells is the foundation that
we can remember those we have studied and experienced in the past and can
remember those we will be studied and experienced in the future.
The wide range of studies and social experiences will
promote generation of new populations of brain cells, thereby to perfect brain
in the structure. And more brain cells in memorizing knowledge and experiences,
especially the experiences from successes or failures will provide more
references for logical reasoning; it is the prerequisites for making a
reasonable judgment with perfect decision making, and thereby to make correct
practice.
If a person is lack of extensive reading and social
experiences will limit the scope and the depth of the reasoning. Thus, when
faced with intractable social problems, the person cannot flexibility come up
with feasible solutions. It will be more harmful for those who are on the key
position of the government or corporate management.
Only the people with well developed brain in rich
knowledge and experiences are able to make rational reasoning with reasonable
judgments and perfect practices.
On other hand, that even with same innate quality of the
brain, if the content of education applied repeatedly on something
specifically, such as some doctrine, that person may become fanatics of the
doctrine, because the content of doctrine is the only available reference for
reasoning and judgment.
Due to unable rational judgment, those people would
easily accept extreme preaching, even under some extreme appealing to perform
terror attacks. They are even brutal than that of most ferocious beasts in
harming others without slightest empathy.
The understanding for the work mechanism of human brain
has provided sound evidence and useful reference to force human beings updating
the way in social governance, which is to perform social ruling by
distinguishing the brain quality of social member to proper control of those
low quality people to reduce their harms.
The rich knowledge and experiences will help to make
rational judgments with more feasible new ideas for social
governance, especially in today's extremely difficult international and
domestic economic environment needs more groundbreaking innovations in the
approaches for social governance.
In this concern, in Aug. 9, 2016, I once wrote
article Authorize non-partisan Super
leadership to assist social governance to suggest good use of
professional social elites in social governing.
In this regard, Trudeau government is rational; in March
2016, the Minister of Finance established the Advisory Council on Economic Growth,
chaired by the managing director of McKinsey & Co Dominic Barton and
composed of experienced professional specialists; with the purpose of
developing advice on concrete policy actions to help create the conditions for
strong and sustained long-term economic growth.
As my view, the experienced professional specialists
should be directly involve in the policymaking, rather than just being taken as
consultant.
Trudeau government is turning Canada towards pragmatic
way by looking on the ground under own foot; of course, in this process, there
was certainly the influence of the rational practice of the Great Britain – the
kinship country of Canada.
For well playing human nature, incentive integrates
restrictive is the marriage made in heaven. By simply well playing human
nature, Canada will certainly be able to achieve what Germans achieved.
But all of those are not enough; it also needs rational
and timely policy formulation.
Here, I have to say:
As a legislator, please do not self-appreciate for being
elected, it was really nothing for proud of, if you rationally self-question
that “how worthwhile democracy is” as Prime Minister Justin Trudeau and Vancouver Mayor Gregor Robertson
questioned.
A legislator needs not to think of great ambition to be
a world leader, but simply consider that, as grandmother, grandfather, mother
and father, what kind of home place should be created for your own beloved
kids.
If you can promote to create a good home place for your own kids, it will be also to create a good Canada, and it will be also a great contribution for whole world.
