For revitalizing economy, effectively
attracting foreign investment is very important, and it has been common
practice world widely; Jan. 16,
2017, inspired by the rational practice of the US’s mayors, I once wrote
article 62

China.
In Canada, it seems lack of such
rational consensus socially. Follows the article China
Wants Total Access To Canada, May Seek To Import Its Own workers in March
25, 2017, there were many readers expressed their strong opposition with various
worries.
There was no one ask that why China
insists to employ workers from own country? There was no one talk about the
difference of the quality of the labors between Canada and China. There was no
one recognized that if there is no high quality labor for developing economy,
there would be no personal future.
Historically, human beings have been
suffering endless wars, colonial expansion battling, endless religious killing;
the world has been deemed as a casino for free looting and killing. As higher
animal, human beings have never been able to enjoy a civilization as that of
higher animal should be, but, sustained in the civilization that belongs to
lower animal under the Law
of the jungle.
In Canada’s workplace, I associated
people from nearly every corner throughout the world; by purposely oral survey,
some countries have no law system, even if they have one, but cannot be
effectively executed, the people from such places was cultured with uncommon
life philosophies – viewing the thieving behavior as normal, the snatching act as
hero; such as, that the act of pirate is a typical hero, since those looters
also share the loots to the people in own community.
Cruel reality proved that, on the
earth, though all people have human feature, but not all people have human
nature. If a country cannot properly develop economy, cannot properly perform
material wealth creation, but, to be sustained in chaotic and poverty, the low
quality of the national is one of the reasons; since that it is not all people
can be trained as qualified labor to perform the creation for self life-necessities;
even if they cannot live in a civilized manner.
As a rational government,
especially those who held the power for national decision making, the quality
control for the citizen must take as first priority, and should take the
creation of a livable social environment as first concern. In this regard, it needn’t
greater morality as all, but, only selfishly think for the kids of own family,
that will be enough with perfect result; selfness is not always bad, some time it
can play a effective role as greater morality in actual practice.
Then, what the high quality citizen
is?
Sep. 20, 2015, there
was report that Israel plans to bring in 20,000 Chinese construction workers to
help build new apartments as part of efforts to lower housing costs, Israeli
Prime Minister Benjamin Netanyahu explain the reason: Chinese's pace of work in
building high-risers was 50 percent higher than that of Israelis, Palestinians
and others.
If we look back at history, no one
would doubt that, If there was no China's workers great contribution,
there would be no Western
and Atlantic Railroad of the United States and the Pacific
Railway of Canada.
In recent decades, the high speed economic
development and the great improvement of nationals’ life have proved the
rationality in social governance of China; it also proved the high organizational
quality, high organizable quality and high labor quality…
Such quality should be taken as
common standard as qualified human beings.
In Canada, for years, the extreme
low productivity and manufacturing decline has caused widespread concern and controversy,
as my view according to my observation from working in different manufacturers
in past 16 years, in the contribution of low productivity, the low quality of
labor was in playing significant role.
It would be no hope for a nation,
if it filled with the nationals in poor quality and even eagerly to be organized
to full heartedly fight for more by doing less with a poor work ethic, by
taking reaping without sowing as proud of.
There a shocking comment proved
poor work ethic of some Canadians, which was from the follows of Oct. 1, 2012
article Canada’s
productivity lags U.S. in ‘virtually every instance: Deloitte.

comment in 2 years ago: “being an immigrant from Germany I can tell you my
perspective of lacking productivity in Canada: looking around in the office I
see people dropping in sometimes between 9 and 10 am. Not much later they are
off for a coffee break. Then there is lunch break and another coffee break.
Leaving around 4pm, because there is some important fishing or hunting or other
outdoor stuff on the agenda.”
“Any more questions about
productivity?”
“I mean, I really appreciate
work-life balance. But what I experience is overdone.”
Note, for this article, I searched
and found the comment was deleted already; and the writer Mr. Dan Ovsey did not
work in financialpost any more; now is the Director of Public Relations at
Livingston International.
After read above comment, I think
of a few years ago in Toronto, in a government agency; there a lot of people
were waiting in line. From the perspective of the number of idle office chairs,
there should be a lot of people who were work here, but only there two staff
were servicing for the customers. Finally, there are other two staff came in,
the people who were waiting in line were pleased for that was able to speed up.
However, the two came-in staff has not sat down yet; the original two in
working immediately got up and left away.
Long time waiting in the government
agencies seems a common matter in Canada, which is not mainly due to short in
manpower, but also the poor work ethic – the quality of the labor.
Advisory Council on Economic Growth
suggests for a 50-per-cent
increase in targets to 450,000 people a year in immigration as long term
blueprint of Canada.
However, as an immigrant country,
Canada is not only needed more immigrant, but, more importantly has to properly
control the quality of new comers, otherwise …
In this regards, the rational
practice started already.

it easier for Chinese tourists, students and temporary workers to get visas to
come to Canada.

April 13, 2016, Bombardier
Inc says Chicago 'rigged' US$1.3-billion transit contract bidding process
said that: Bombardier Inc. says the Chicago Transit Authority “rigged” the
bidding process for a US$1.3-billion contract so that a Chinese venture would
win, and is demanding that it award the work to Bombardier instead.
But, Bombardier seems ignored a key
factor that rival China submitted the offer for 1.13 billion US dollars, which
was $ 226 million lower than that of Bombardier bid.
Sep 23, 2016, there was report that
China's
CRRC, Bombardier to join forces on international bids: Canada's Bombardier
Inc and the China Railway Rolling Stock Corporation (CRRC) , longstanding
partners in the Chinese domestic rail market, they had expanded their
relationship to join forces on international bids."The agreement sets the
stage for us to win more joint bids, both in China and worldwide," said
Mike Nadolski, a spokesman for Montreal-headquartered Bombardier.
Here, there was a potential problem planted already, it was that the
difference in the efficiency of production, in same number of people with same
amount of payment, the output of China side may be 30 to 40% more than that of
Canada side (not 50% as Israeli Prime Minister Benjamin Netanyahu said); then,
how to distribute the profit. Even if equally divided income and tasks, Canada
side will certainly less profit.
April 12, 2017, there
was report that Germany's Siemens and Canada's Bombardier are in talks to
combine their rail operations, media reports have said. If successful, the move
would strengthen their hand against the market leader from China, CRRC.
As my view, such measure will be helpless
when competing with the rival from China. I am clear that my arbitrary judgment
may anger most of Canadians, but, later you will be convinced by what I will be
discussed.
In view above, as my view, for long
term concern that the competitiveness of China will increasingly strong and finally,
there would be no one can compete with,
Now I suggest that, as the way in
no way out, the only feasible way is that Canada should seek cooperation as
that of carpool with China in multi-aspect, especially by joint venture as that
of Germany is doing.
The practice and the idea were
rational in line with long-term interests of Canada, but, it may certainly
encounter social resistance as that of readers’ comments.

people did not want to do such a hard job; then the Ximen Bao forced them to

At the time, the Ximen Bao made a
famous comment by talking to those unhappy people: “the ordinary people can only share enjoying success but cannot share the

Rare people recognized the great
contribution of the ancient magistrate Ximen Bao for the culture and social
governance of China; his rational practice was not only avoided the emergence
of native religion in China, so as to avoid the dead harm of political and
religious mixed, but also put the government a rational approach in exercising
governing power.
I would like to say that, it was
the ancient magistrate Ximen Bao, a rational individual who has paved China a
rational way. It was the reason that China developed as strong country again in
about 30 years period after interrupted by the two times Opium War that started 1839
and Sino-Japanese
War with huge amount brutal predatory money claims, which totally weakened
the Qing dynasty.
The wisdom of ancient China lessons
us that a rational government has to enforce people to do something that will
be beneficial to them, but, do not expect to convince them in advance.
Today, in dealing with foreign
workers from China, Canada is in facing similar situation as that of ancient
China.
The practice of attracting foreign
investment and high quality labors relates national economy; it should not be misleading
by public arguments; besides exercises arbitrary, we should also make positively
guidance.
Viewing the readers’ comments, in general, the opposition was in two
parts.
The concern of the impact of different ideology.
The concern of losing jobs and natural resources.
For the first opposition, it is not easy to reverse; it needs a long way
to go with the convincing of the facts gradually. Now, world widely, the views
on China are rapidly turning to positive, especially among those talented
social elite.
Such as, faced with the incompetence of democratic governance, years ago,
the
Prime Minister Justin Trudeau and Vancouver Mayor Gregor Robertson were both expressed their
deep disappointment and showed strong appreciation for the high efficiency of
the government of China.
For the second opposition, there were enough convincing facts already. In
acquired overseas companies, some even bankrupted already, but, China’s
companies successfully revived them by only brought several management staff from
China with hiring middle managements and general labors locally.

2.1.. China
COSCO eightfold increased business of Greek Port
COSCO
was China Ocean Shipping (Group) Company.
In June 2005, in Greece, a large-scale strike forced several major
shippers anchored in the port of Piraeus to ship the other ports, and the
port's throughput fell sharply.
In 2006, COSCO Group and the Greek government in the areas of maritime
transport and port reached a consensus on cooperation, November 25, 2008 in Athens,
Greece officially signed the Piraeus container terminal franchise agreement. The
franchise includes operations, development and commercial use and alteration of
Pier 2, construction and operation of Pier 3.
However, on Jan. 27, 2015, the New Greek government stopped the
privatization plan of country's largest port - Piraeus port in the day of sworn
in. Until April 8, 2016, China
COSCO Group with Greece officially signed the agreement for Piraeus Port
acquisition and to start actual operation.
Dec. 14, 2015, the Research Scholar and
Co-Director of the EU Program at Princeton University, Sophie Meunier who wrote
report A
Tale of Two Ports: The Epic Story of Chinese Direct Investment in the Greek
Port of Piraeus, which introduced concern of the Greeks and the Europeans on
foreign direct investment - FDI of China with a strong referential value for
Canadians, I except some as follow.
“The management of Piraeus by a Chinese company has captured the public
imagination and media attention over the past few years because this was one of
the first major Chinese direct investments in the European Union. Piraeus has
also become an emblematic story because it touches on all the main concerns
surrounding the recent surge of FDI of China in the West, blending economic,
labor and geopolitical fears into one single case.”

Piraeus controlled by the Chinese company in 2015, compared with 2,984,000 in
2014 and 2,520,000 in 2013. China has clearly communicated to Athens that COSCO
is the “head of the dragon” in its policy to revive the ancient Silk Road.”
“The Chinese investment in Piraeus
is also cause for concern in the EU because it will lead to China wholly
controlling the Greek port.”
“Last but not least, it is worth
mentioning that China’s future presence in Greece can be facilitated to an
extent by its positive public image in the country compared to other European
states that want to invest, principally Germany. According to a poll in 2013,
83 percent of respondents in Greece want strong economic relations with China.”
“The recent creation of the
association of Chinese companies operating in Greece, including COSCO, Huawei,

2.2.. The U.S. port awarded Port Pilot Award to China
COSCO
The port of Long Beach of the
United States was an abandoned US naval base; COSCO’s investment certainly encountered
great difficulties. Some said that COSCO was a military company, to the United
States as a spy to spy on military intelligence, especially, the fatal impact
of the Report
of the Select Committee on U.S. National Security and Military/Commercial
Concerns with the People's Republic of China in January 3, 1999, that
submitted by Mr. Cox of California, chairman.
In June 1, 2001, Cosco
Group Chairman Wei Jiafu accepted the interview of Washington Times and to

said: China has a lot of ships come in, COSCO brought us a lot of work, and we
are very happy.
Scheduling director Derek said that:
“I work here for seven and a half years, and I never worried about the prospect
of COSCO, we cooperated very happy; they are very friendly, very helpful and very
efficient.”
The documentary also reported that port
was 120 acres when COSCO starts the operation in 2001, to the date of
documentary in 2011; it was expanded to 256 acres. It meant that, after the COSCO
took over, in 10 years period, the port business has been doubled.
April 23, 2016, I once wrote article
China
Ocean Shipping Company saved the ports in the Greece and the US, in
which I said that, China’s shipping and logistics services Supplier Company
COSCO difficultly took over operations and saved the ports in Greece and the
United States. We need to reflect on that suppose without the help of the
people from China, whether those Democratic-Values cultured natives have
ability to effectively operate these ports.
The Website of Port of Long Beach
introduces that the Honorary Port Pilot Award, the Port of Long Beach’s highest
honor. Since 1954, the port has presented the award to CEOs of leading
corporations, prime ministers, ambassadors, members of Congress, Cabinet
officials and presidents, including Presidents Dwight Eisenhower and Ronald
Reagan.
In Mar 9, 2004, Southern California
Long Beach Port Commission of the United States held a grand ceremony for
awarding Honorary Port Pilot Award to Wei Jiafu who was the President and
General Manager of China Ocean Shipping Group.
At the time of the award, John
Hancock who was the Chairman of the Port of Long Beach Board Hancock said that
this year we will honor the 72th Pilot Award to Wei Jiafu, the president of
COSCO Group, in recognition of his outstanding contributions in promoting the
prosperity of the Port of Long Beach and the trade of the US-China and the
world.
The coexistence relations of COSCO
with the Port of Long Beach made Americans in Long Beach and other parts of the
US to have felt the tremendous changes in China’s development and interests
from the trade of two countries.
At the time, Mr. Wei Jiafu
announced that, in March 11 of Beijing time, COSCO Group will open Direct
Express Service from Shanghai to Long Beach, in the future; cargo shipped from
Shanghai to the Port of Long Beach will be just 12 days, no need of other port
forwarding. Through the Port of Long Beach, the transport of goods to the
inland of the United States from Shanghai will also be more efficient.
New added direct shipping line from
Shanghai to Long Beach will increase 9000 employment opportunities for the
United States in port handling and transport.

CIMC - China
International Marine Containers (Group) Co., Ltd. is a Chinese
company principally engaged in the manufacture and sale of transportation equipment,
such as containers, road transport vehicles and airport ground-handling
equipment.
Ziegler - Albert
Ziegler GmbH & Co. based in Giegen an der Brenz, Germany, makes
specialized fire trucks for airports as well as electrical tunnel rescue
vehicles with driving cabs facing in both directions.
Nov 8, 2013, China's
CIMC buys German fire-fighting truckmaker Ziegler reports that Nov 8
Cash-strapped German fire-fighting vehicles maker Albert Ziegler GmbH & Co
has been sold to China International Marine Containers Group (CIMC). Ziegler,
which filed for insolvency in 2011, was bought for 55 million Euros ($74
million), the company said on Friday, adding that all 1000 jobs will be
preserved.
CIMC has extensive experience in
the business of commercial and special vehicles and provides an ideal base for
the expansion of Ziegler's international business, Ziegler can now have access
to a significant technical expertise and a vast international sales and
distribution network, which none of the competitors can only begin to compare
with.
Feb. 11, 2017, a video the German township
enterprise was reborn after being acquired by China’s company introduces
that CIMC only appointed two management staff to run Ziegler from China to Ziegler,
one is taking charge of general management, and other one is taking charge on the
management of accounting.

Mr. Gunther Dorflinge who said that
he works in Ziegler since 17 years old, now is 54. His father was also once
worked in this company since very young. They came to work and went to home
together for a long time period. Everything he has today, his family, his
house, was connected to the company. He said he loves this company.
Mr. Luan Youjun, the top manager
from China, who said that, on Dec. 13, 2013, CIMC officially took over Ziegler.
On that day, there were more than 600 employees attended the handover meeting.
Where the German labor union raised their concern: after the acquisition, what
will CIMC do? Will CIMC take away their technology, and then turn of the
factory? Besides general staff who had misgivings, Ziegler's 4-member top
management team were also on the alert.
They told me the truth later, when
I just came here, in advance, the four of them had discussed many issues, and
decision had been made; they actually excluded me in decision making. But that
was just a short period in about two months.
Mr Luan Youjun made some reform soon, such as,
in before the offices were separated by walls, people had to send email or
phone call each others, Mr. Luan broken the walls so that offices were able to directly
go through to each others, and people can discuss in face to face, which
increased work efficiency.
Originally, the assembly of one fire
trucks was finished in one workstation, now assembly was divided in 6 workstations
as production line, which largely increased efficiency of the production.
Such improvement was easier in
China, but, for a more than 100 years German company, especially the workers
who had worked with a stable tempo for dozens of years, it was not easy to
accept the change.
At the start, labor union disagreed
the process transformation, they said that old production process had no
obvious disadvantage, but, they were convinced by the large improvement of
production efficiency, which well meets the need of the increase of orders
after CIMC took over. Such as, Turkey, before there were orders in several yearly, in
2015 increased to more than 50 annually, and in 2016 will be increased to more
than 100.

Mr. Rene Pol who said that Ziegler
is a typical German company; the main focus was also the market of Germany. Since
we were takeover by CIMC, it become more and more international company with global
prospects. I always compared to the moment from before, when Ziegler was a
typical German family owned company, there were more limitations, in that time,
I was getting more and more desperate, because I saw a lot of opportunities,
they only saw the risks.

Mayor Gerrit Elser who said that in
the beginning it was kind of you know like skeptical thinking about Chinese
company taking care of German company, but, you know it is a German company run
by the Chinese company, I am seeing that's perfect terms of successful working

Besides above successes in foreign
businesses operation, there was a significant issue that may easily be
neglected, which is the high work efficiency of the people of China.
The reporter asks Mr. Luan Youjun:
you have been working in Germany more than 20 years, according to your
experience, in terms of management, German company and China’s company, which
one is better. Mr. Luan said: in the development, China’s company is faster.
As Sales Director Mr. Rene Pol who
said: as family owned company, there were more limitations; I saw a lot of
opportunities, they only saw the risks.

bankrupted German Waldrich Coburg
March 24, 2010, article Chinese firm stands on shoulders of German giant reports
that: “Waldrich Coburg is the world market leader for milling machines established
in 1920s. In 1986, the company was sold off to an American firm that then went
bankrupt. Beijing Number One machine tool manufacturer took over in 2005.”
"’If an American company buys
a German one, nobody cares two hoots. But if a Chinese company does, everyone
is very worried all of a sudden,’ says Hubert Becker, the CEO of Waldrich
Coburg, who has been with the firm for over 40 years. "

in October 2005. The medium-sized company belongs to Jingcheng Holding, which
in turn belongs to the Beijing city authorities. So, Becker points out,
Waldrich Coburg ‘is basically a Chinese state-owned company’".

China’s government is seeking full access to Canada’s economy in free trade talks, a move that could result in Chinese state-owned companies bringing their own employees to work on projects in Canada.
China’s ambassador to Canada, Lu Shaye, told the Globe and Mail his government wants to avoid discussions of human rights issues, fearing it could become a “bargaining chip” in negotiations.
Additionally, China would see any attempt to block takeovers of Canadian companies on national security grounds as protectionism, Lu said.
“Investment is investment. We should not take too much political considerations into the investment,” he said. “Just like the negotiations of the (Canada-U.S.) FTA, we should not let political factors into this process. Otherwise, it would be very difficult.”
Canadian and Chinese officials held exploratory talks on a free trade deal earlier this year. Lu told the Globe another meeting will take place in April.

Canada's ambassador to China, John McCallum, told the CBC that Prime Minister Justin Trudeau "is very clear that we want to pursue stronger ties with China. We think that in the medium term this will lead to more Canadian jobs."
Many trade experts point out that the vast majority of China’s largest corporations are state-run enterprises whose executives are often hand-picked by government.
They also note that China’s notion of “full access” to an economy could be very broad. As the foreign policy blog OpenCanada notes, China’s 2015 free trade deal with Australia includes a provision that allows Chinese companies to bring their own employees into the country to work on projects, so long as those projects are worth more than AUD$150 million.
Charles Burton, an associate political science professor at Brock University, says bringing their own workers abroad is “normal practice” for Chinese companies.
“It’s not as if [the Chinese] would be asking something of Canada that they don’t expect from other countries,” he said.

Though China has been among the most vocal countries in resisting the protectionism of the Trump administration, critics say the country is itself a bastion of protectionism. They note China allows almost no foreign investment in banking and telecommunications.
Many argue the country has not lived up to the commitments it made to open up its economy when it joined the World Trade Organization in 2001.
China’s interest in Canada lies primarily in energy, and in the possibility of exploiting Canada’s oilsands, experts say. The country will push for a reversal of Harper government-era policies that restricted the ability of Chinese state-owned businesses to invest in Canadian energy.
Opinion polls suggest Canadians are split on the issue of free trade with China.
One poll carried out for the Asia Pacific Foundation of Canada last August found 46 per cent support for a deal with China, and the same percentage opposed. However, that was a stronger showing than a poll six months earlier, which showed only 36-per-cent support for a China trade deal at that time.
Canadians were much more likely to support free trade deals with more developed economies, such as the European Union, Japan and Australia.

I am very wary of any trade deal with China, period. They have a very poor record on all fronts. The steel plant in my town was purchased by Essar Steel. They've basically claimed they have no money for the company or to pay their bills, while their parent company (which is owned by their own family) is making money hand over fist. There isn't much mention here of what Canada gets out of the deal; it seems to be about China getting access to Canadian energy, even using Chinese labor / Chinese companies in Canada. Does Canada get the same in return? Free and unrestricted access to the Chinese market to the extent that Canadian companies can establish branches there and import Canadian workers? If not, then it doesn't seem like very fair or free trade.
Canada is so deeply in debt, the government will sell anything that is ours , so they can send money overseas and all the other stunts they have pulled in less than 2 years.

Economic imperealism tendencies of China are no secret. If you look at Pakistan, in the name of investment now chinese farmers are farming in Pakistan fields replacing local people. Similar is the case in almost every nation where China entered as INVESTOR and took over local institutions in no time by replacing locals and local investment. If Canada would not listen to this call, very soon like BC, Canadian resources are going in dragon's way. Chinese companies are mostly state supported with state control in direct/indirect way. P E Trudeau was once asked how we could help third world countries. His answer was something like "pay them for their peanuts". The Chinese want Chinese workers for obvious reasons. I guess Justin did not learn much from his dad after all. If Chinese workers are to be allowed they should be made to work under Canadian wage scales. We would then see how anxious the Chinese would be to take away Canadian jobs. Trudeau has been getting some bad advice. I hope this does not prove to be one of those instances.

Starting with the right to collective bargaining and fair wages. And continuing to the rights of workers to live in an environment free of pollution. · Canadian workers aren't willing to work for such long hours, for such low wages, and with low worker safety and no human or labour rights. To the Chinese, we're just a spoilt bunch. Of course they'll import their own slaves, uh ...workers.
· Isn't this why the TPP failed in the end? China's demands to control their business interests is so one-sided in Canada, that we could be fined or sued for hampering their business profits. We've already had a explosion of china in canada since the early 90's. They've avoiding paying taxes, using and abusing our housing to the point that local canadians can't afford to buy a simple home. BC economy according to clark the lying so in so..saying we have a great economy while local canadians students, seniors are working for minimum wage paying jobs, 2 and 3 jobs. While chinese investors have walked in here and our banks, government, at all levels have let them ruin our housing market buying 2-5 houses, avoided paying taxes on rental, principal residency declaring more than one house a pricipal resident. China shouldn't own any companies period, they should be required to hire canadians period, we all know how china abuses their workers.
